About Us

Infrastructure and Development Advisory Practice (IDAP) is a 100% black-owned, woman owned advisory firm, rated as a Level-1 B-BBEE contributor.

IDAP was formed in 2012 incorporating over 80 years of public sector and development experience. It has added to this capacity through its strategic alliances with partnerships such as the Bluefields Group.

IDAP is dedicated to the pursuit of development in South Africa and the rest of Africa. Our mission is to create high-quality and workable solutions to development challenges and, where required, support both public and private sectors to implement these solutions.

Moreover, through its international management consulting partnerships, IDAP can offer a full suite of programme management capabilities to the largest of public or private sector programmes.  We offer the full- value chain of advisory services without seeking to substitute the public sector.

Our Expertise and Experience

Individually, all the lead team members of IDAP have over 20 years senior management level experience, covering economic development, financial and fund management; technical; political, security and risk assessment and economic skills.

Finance, Fund Management and Economic Development

We provide advice, due diligence, investor assessments, establishment and management of bespoke funds and area based economic development planning for a number of state and private sector programme.

Our focus areas include mining, energy, particularly renewables, SMME, rural and agriculture finance, and development finance.

Consulted to the Presidential Jobs Summit Committee on the establishment of national economic recovery fund.

Undertaken financial analysis and due diligence of project finance initiatives, both in course of DFI and private sector investor assessment of potential projects for financing.

Conducted reviews of potential IDZs in South Africa and internationally

Researched rural economic value chains and developed a Rural Investment and Development Financing Facility Model for the Department of Rural Development and Land Reform.

Currently developing socio economic and enterprise and supplier programmes for Enel Green Power (renewable bid) for 7 sites in the Northern Cape.

Developed and executed M&E of the Job’s Fund partner programme.

Technical Skills

Undertaken sector-level technical studies, management, evaluation and policy development, as well as management of technical and sector specialist teams.

Our focus areas include transport, human settlements, industrial development, environmental assessments, renewable programmes and local & cooperative governance.

Setting up project management units for the installation and management of municipal electricity vending and debtors’ books.

Working with the South African Department of International Relations and Embassies of Mexico and Columbia to extract public policy best practices.

Undertaking an assessment on overall municipal performance for South African Local Government Association (SALGA).

Undertaking forensic investigation into the public housing implementation of the Nelson Mandela Bay Municipality on behalf of the South African National Department of Human Settlements (Housing)

Researching the implementation of the Free Basic Services Policy by municipalities for DCOG

Assisted with the development of African projects identified by NEPAD e.g.: Bujagali Hydro Power Project

Designing and implementing the South African Department of Co-operative Governance’s (DCOG) Free Basic Services Monitoring and Evaluation System.

Undertaking monitoring and evaluation of the South African National Skills Funds of a number State Education Training Authorities (SETA) including, ETDPSETA, FIETA, AGRISETA, SASSETA and SETASA.

Developing and managing intergovernmental, business and political parties platform for debates on national policy

Developing the national guidelines for the implementation of Free Basic Services policy by municipalities for the Department of Co-operative Governance’s (DCOG)

Undertaking the closing evaluation on the Municipal Infrastructure Investment Unit for DCOG

Assisted with the establishment of the training and human resource arm for SADC DFIs for the Development Finance Resource Centre

Political, Security and Risk Assessment

Development of risk assessments for international investors, extensive project experience with management of compliance (as transversal issue), political strategies, stakeholder and risk profiles for elections, investments, programme scenario planning and due diligence.

Our focus areas includer government, private companies, new investors, embassies, international and local election campaigns.

Led negotiations on behalf of government at NEDLAC Trade and Industry Chamber.

Led labour law negotiations on behalf of organised at NEDLAC Labour Market Chamber.

Designed and executed campaign strategy for a number of local and African political parties.

Political risk assessments and high-risk security management in DRC, ROC, Kenya and Nigeria for international mining and oil and gas companies.

Economic Skills

We have extensive experience in state economic and spatial planning, including management of the government’s directors-general FOSAD cluster, government department executive teams, and public entity executive teams.

Our economic skills comprise a deep understanding and expertise in spatial planning, including experience in developing and reviewing aspects of the regional industrial development strategy and national spatial development plan.

We are experienced in industrial development policy formulation at national, provincial and local government spheres, as well as the South African state coordinator of Africa programmes.

Western Cape provincial Department of Transport- Initial work conducted on the formulation of the provincial transport policy. Lead a project on the first local economic development strategies for local authorities throughout the Western Cape. The work contributed to the frameworks for Integrated Development Plans which have to be applied by all local authorities.

Z

Industrial Restructuring Research for IDC/ Nedlac. Led as principal consultant on IDC-FRIDGE study of employment, focusing on the South African metal industry. The study formed the basis for the DTI’s customised sector plan for metals and engineering.

Z

Part of a team commissioned by the Presidential Job Summit Committee to look into measures that support companies in distress and stave off job losses and industries with the potential for economic expansion recovery fund.
